I have tried running the laptop in safe mode and running an anti-virus but it will not run. Anytime I try to run anti-virus software the computer comes up with a dialog box that asks which program I would like to open it with. All of the control panel options will not work, including system restore and add/delete programs. When these are clicked on the computer says the application cannot be found. Also, the internet will not allow me to visit security websites like avg or other anti virus websites. Please help!

If you can use recovery disks or if you need your files you can use system restore which will restore it to a date. Choose the date that you didn’t have the virus.
Try getting another updated anti-virus in a pen drive, and try to scan your computer from it in safe mode. System restore won’t get rid of virus, it would just re-arrange the drivers to the way it was on the date you choose, you can try it, but no promises. Try re-installing the same service pack that you have now, this will fix most of your problems. If you ever have a chance to install Avast, it will help you a lot, Avast will scan your computer before booting, and this is what you need, to scan your PC with out running Windows. Good luck.

Back up what you don’t want deleted and do a reformat/reload windows. You can go through finding a computer to download AV software to a pen drive and all that crap when the fastest way of fixing it is reformat/reload windows. You can bet that when a computer gets to this stage system files are damaged. If you were to get the viruses deleted your computer will prob crash anyway from the damage already done to your system files. Reformat/reload windows. If it’s like you say it is’ It’s to far gone. A fresh reinstall is in order.
Please try to scan your computer using the updated “Malwarebytes and Superantispyware” program. You should delete all the infected files after completing the scan process.
